Xavier University of Louisiana is the first Historically Black College or University (HBCU) in the U.S., and the first university in the state of Louisiana to gain approval from the Chinese government to establish a Confucius Institute on it’s New Orleans campus.

In December 2011, Xavier administrators signed the agreement in Beijing with Hanban, an arm of the Chinese Ministry of Education, at the Confucius Institute Headquarters in Beijing. WGC has worked as international consultants to Xavier for over a year throughout the application process and securing final approval of its Confucius Institute.
